Now lets see the more detailed step by step screenshot below. Select zoom tool and zoom the hair area. Select polygonal lasso tool then select the hair area. How to select the area please see the video.

After selecting the area from edit menu copy then paste.

From the menu Image then Adjustments then Variations. Click on more red then click OK to exit the window.

Change layer blending mode to multiply.

Select Eraser tool to and remove the unwanted border area.

Select blur tool then blur the border area.

From the menu Layer select Flatten Image. Then again select blur tool and adjust more as you need.
After finishing from file menu save as JPEG format.
