Lets start here with screenshots those make you more comfortable with editing process. So Open then image then copy the background layer from layer palette right lower side at window. From the menu Image then adjustments then desaturate.
Make the layer a copy by dragging in layer palette to create a new layer. From the menu Image then adjustments then Invert.
Change Layer blending mode to color dodge.
From the menu Filter then Blur then Gaussian Blur with radius 120 pixel.
Select Dodge Tool then reduce the more contrast area.
