Now lets start with screenshots. So that you could see more detailed instruction. Open the image in Photoshop then select zoom tool and zoom the image. Then select polygonal lasso tool and select the girl. 

After selecting the girl from the edit menu copy then paste. 

Hide the background layer and select the upper layer then again select polygonal lasso tool and select unwanted area and from edit menu click on clear.

From select menu click on deselect. Then activate the background layer by clicking on eye symbol at layer palette. From the menu filter then blur then Gaussian blur with radius 4.1 pixel. 

Select the upper layer or girl layer from layer palette then give a layer style outer glow. See the screenshot. 

In layer palette mouse right click on upper layer then click on merge down. Then from the menu Image then Adjustments then Hue Saturation to adjust the saturation. 

From the menu Image then Adjustments then Color balance to balance the color value of entire picture. 

From the menu Image then adjustment then brightness contrast. Adjust the image for better brightness. 

Select blur tool then blur the girls border area. 

After finishing the editing process then save as JPEG format.
